The Directorate of Treasuries and Finance Services cum State internal Auditor was setup on 09.11.2000 on inception of the state. The Directorate is headed by senior officer of Uttarakhand Finance Services under administrative control of Department of Finance,Uttarakhand.The Directorate is mainly responsible for monitoring and control of all government payments and receipts made through its treasuries/sub treasuries/Pay and Accounts Offices within & out of state.The directorate is situated in Dehradun.At present it has :

  • State Data Center at Dehradun

  • 13 Districts Treasuries

  • 14 Upgraded Sub Treasuries

  • 02 Pay and Accounts Offices

  • 60 Sub Treasuries

  • 02 nodal Point for Non Postal Stamps

All the district treasuries and upgraded sub treasuries are fully computerized and connected with the state data centre through dedicated lease line. Daily data is updated in central server installed in state data centre, Dehradun. The main functions of the directorate are as under:

  • Monitoring of Treasury operations in the state

  • Conducting of special audit as per the order of Finance Department

  • Monitoring of all Financial transactions of state government including Payments and Receipts

  • Monitoring of Accounts sent to Accountant General by treasuries

  • Nodal Agency for Procurement and distribution of government cheques and Non Postal Stamps

  • Nodal agency for Pension Disbursement in the state

  • Monitoring of Audit compliance by treasuries

  • Nodal agency for state internal audit in the departments

  • Adviser to the Finance department in the matters related to finance and treasury operations

  • Cadre controlling authority of Assistant Treasury Officers

  • Nodal officer for training of Treasury Officer/Asst Treasury Officers/subordinate staff and Drawing Disbursing Officers in the state

  • Budget Controlling Officer for Budget allotment to the treasuries and other subordinate offices in the state

  • Responsible for monitoring and control of audit of local fund bodies in the state

  • Responsible for monitoring and control of audit of Co-operative and Panchayat Raj Institutions in the state
